I' trying to concoct a marinade for beef ribs. The base will be 3 or 4 to 1
tomato sauce to cider vinegar. I need help on the kinds and amounts of
spices.

If it were me I'd go easy on the tomato sauce because it can burn w/ extended cooking times. I'd maybe do a marinade of vinegar, replace the tomato sauce w/ some oil of some sort, and then add some garlic, onions, thyme or rosemary, and maybe some red pepper flakes. Once the ribs are almost done you can hit 'em w/ a tomato based sauce and not worry about it burning. But that's just me...
