Not a great customer. Whether they have money or not, you are obviously not benefiting from their wealth.

Should your relationship continue, I'd factor a shortage into your costs going forward and they can take it or leave it. You already know, through experience, that they will short you on count.

We are going to meet face to face, go over the contract and discuss the details. I will give an update after we meet, but my line is "this is the contract, this is the price, it is per person/per meal served"

In the future, take it or leave it! End of discussion...

I didn't read every response so this may have been pointed out already, but I think you sort of let it get to this point on your own, so putting the "blame" on the client isn't productive right now. You're essentially trying to "cut them off", which is completely understandable, but I think you'd get lots more traction with the client if you would have just accepted your losses to date and had a discussion with them about overages for future events.

Because either way it isn't going to be good for you. What if you run out of food even though they were over their count? Who are they going to blame?

You can't let yourself being upset change how you talk to them. You run a business and so do they. Just treat it as such.
